Mountain tops are your best bet! I'd say west and north west would probably be most likely (Donegal, Sligo, Mayo, Galway, Clare, Roscommon, Leitrim). There will be snow in places like the Cairngorms and Mum-in-law might enjoy going up the mountain in the ski lift. You could make a weekend break and take her to Pitlochry which isn't too far away and is a nice little Town. Go North and go high.
